He has been active since childhood in social and political activities. It was his favorite pastime to take the patients to the hospital in the area, to try to get justice for the poor in the police station and participate in socialist party programs. From distributing Election pamphlets to working as a booth coordinator and meeting big leaders like Madhu Limaye, Babu Kapildev, Chaudhary Charan Singh on their arrival, everything was under his onus.
He was elected president of District Cooperative Bank, Etawah from 1988 to 1991 and again in 1993. From 1995 to 1996, he was the president of Etawah’s district panchayat. Meanwhile, in the intervening period from 1994 to 1998, he took the responsibility of the President of Uttar Pradesh Co-operative Rural Development Bank. He made an undisclosed effort to strengthen the organization, with a vision in his eyes to make UP a better place, he gained immense popularity and acceptability among the masses. As the Chief General Secretary, he gave a new dimension to his responsibility. Seeing the uneasiness of the state president Ramsharan Das, on November 01, 2007, at the Meerut Session, Shivpal Singh was made Acting Chairperson. On January 6, 2009, after becoming the Chief General of Ramsharan Das, he became the full time state president. Shivpal ji made the SP more intense.
Under the guidance and leadership of Netaji and Jananeshwar Mishra, the Samajwadi Party became the largest party of Uttar Pradesh. He was the state president till May 2009 whereas he was also the leader of the opposition in Uttar Pradesh Legislative Assembly. The responsibility of the anti-leader of the Opposition in front of the government of the majority of the BSP was like walking on the edge of the sword. He handled this responsibility and became the voice of the opposition and the general public. He was arrested several times, beared the torture of the police and became the protector of the common workers. This is the reason why the Samajwadi Party is the only legislator to win the election mark in the sixteenth assembly with more than 60 percent votes.
Because of the ideological deviation of the Samajwadi Party and disorientation with the ideals of Lohia, Jainswar and Netaji, made Shivpal Yadav to give up the party. The Samajwadi Party had deviated from its original principles and millions of committed hardworking socialist workers were being humiliated and neglected in lieu of some shrewd, opportunistic and baseless leaders. Even Netaji and Shri Shivpal Yadav himself got insulted from time to time. These lakhs of socialists dedicated workers pressurized Shri Shivpal Yadav, they continued to persuade the National leadership of SP to return respect to those neglected workers and return to the basic ideology of the Samajwadi Party. But everything was in vain. In spite of this, he did whatever he could to keep the Samajwadi Party united, but he always believed that the interest of the country was paramount from the party and the family. With those adverse circumstances, it was impossible to work under SP. On August 28, 2018, he announced his separation from the party. Shri Shivapal Singh Yadav is now the leader of the Pragatisheel Samajwadi Party.
